1.1 Green Development Plan

Mandatory

Incorporate all mandatory Green Criteria items into a written Green Development Plan with at least the minimum number of optional items possible for the project. The Plan will be submitted to Enterprise upon completion of the Schematic Design Phase. When Construction Documents are completed the project architect or green design specialist will certify that these Criteria are included in the Construction Documents and that the Owner and Resident Manual are complete.

Minnesota Overlay

In addition, the architect, contractor, and/or Owner/Borrower are required to certify in writing at various stages of the development process their intention to comply, and actual compliance with all of the MANDATORY national Green Communities Criteria, as amended via the Minnesota Overlay to the Green Communities Criteria as follows:

• Certification of Intent to Comply at time of initial application—signed by Borrower/Developer and Architect
• Certification of Contract Document Compliance at or prior to loan closing, or prior to end loan commitment—signed by Borrower/Developer and Architect
• Certification of Compliance at end of construction—signed by the CRV Contract Administrator, Architect (if applicable), and General Contractor (if applicable). *Note, final certification is required by the entity that pulled the building permit in addition to the CRV Contract Administrator
